get a set of Wiss M5 snips. they will give much better cuts than diagonal cutters ever will and fit your price range.

you could send them an email. you will likely get a response to the size in wire gauge but it will give you an idea if you need to come up on some wire that will fit.

one thing i would recommend is getting a ring stretcher of some kind.

you could simply go to TRL look at how many feet you get per pound of wire, go over and look at rings of the same type of wire (they tell you the rings per pound) and do some simple math. example... ...

i think a pneumatic drill will spin way too fast for ring cutting. for most cutting u dont need to go much faster than 300 or 400 rpms and even slower with harder metals like stainless or titanium. ...
