You can make rings out of whatever you want, just make sure you don't hurt yourself. There's a lot of articles on beginning rings and such in the articles section of this sight.

TRL's gold fill rings are usually a thin layer of 14k gold over brass, only about 5% by weight. Very well-priced, they look nice, and the gold doesn't wear out usually with normal use

Actually, Those look a lot like the bindings some cheap agendas have - my school used to give out free ones at the start of every day. you know, like spiral notebooks, but plastic instead of wire?

no gunk, just some old grease, which is why I think it's gold...
It looks soft, but there's a hinge made out of it... So, it might be:
--Gold plated
--brass, that hasn't had time to oxidize too muc ...

I would also personally say weld the rings - that, or make sure **every** closure is as flush as you can make it
