I have found good belts at decent prices at resale shops, Goodwill stores, and St. Vincent De Paul Thrift stores. I'm pretty sure there are these types of places everywhere.

Another way to attach the chain to the wallet is by using an "S" hook.
That is how I normally end my wallet chains.

Would it be possible to adapt it to .prc format to use on a palm device?.
I use a pda quite a bit and it seems like this would be a great app to have for mobile use.
